For most new developments and front yard renovations, the city now limits high-water turf (like Kentucky bluegrass) to a maximum of 30% of the total landscaped area, or 1,000 square feet: whichever is smaller. The Small Area Ban

Got a narrow strip of land between your driveway and the neighbor’s fence? If it’s less than 75 square feet, you generally cannot install irrigated grass there. From May through September, Fort Collins implements a mandatory ban on overhead irrigation between 10:00 am and 6:00 pm. Why? Because during the heat of the day, a huge percentage of your water evaporates before it ever hits the roots. Thanks to Colorado Senate Bill 23-178, the power dynamic has shifted. By law, HOAs in Colorado cannot prohibit you from installing water-wise landscaping or xeriscaping. In fact, they are now required to provide you with at least three pre-approved water-wise garden designs. While they can still have "aesthetic guidelines" (like requiring a certain number of plants or specific types of mulch), they cannot force you to keep a high-water lawn if you want to transition to a more sustainable design.
